I have a sandy bridge 2500k and I have overclocked it to 4.5 GHz. My MOBO is ASRock P67 Extreme4. First of all, is there any way to completely disable speed stepping and turbo boost? I don't really mind that it's on, it seems like a useful feature, but when it's on and the cpu is just idling, the cpu keeps jumping back and forth between 16x and 45x multiplier, so 1.6 GHz and 4.5 GHz. Is that normal? Why doesn't it just stay at 1.6 GHz when idle?
 
If you want a low multiplier at idle then go into the Control Panel -> Power Options and set your Minimum processor state to a low number like 5%. If you want a high multiplier at idle then set that to 100% and go into your bios and play with the C-States like C1, C3 and C6. Some boards will let you run the full multiplier all the time with the right combination of the above.

The default clock speed for a Core i5-2500K is 3300 MHz. The only way to go higher than that is by using turbo boost so you better not turn that off.
 
It is normal for it to jump around. It is clocking up and down based on load many times a second. Don't worry about it. You can also use the new version of RealTemp to get a good look at what the current speed is (it is more responsive than ZPU-z, for example).

Not entirely true. I have my 2600K sitting at 4.4ghz with Turbo Boost off and the base multiplier set to 44x. This is with a UD7.
 
The bios in your UD7 is misleading you,

The Core i7-2600K has a base frequency of 3400 MHz which means it has a default multiplier of 34.

It is impossible for this CPU to use a multiplier higher than 34 when turbo boost is disabled. When you select a high multiplier in the bios, it automatically enables turbo boost in the background regardless of how you have that set up.

Try downloading RealTemp and go into the Settings window and click on the Disable Turbo option. Run your CPU at full load. What multiplier are you running at? If it's not at 34 then post a screen shot of that. :)
