This is what I would do:

For your sis, get an 8600GT or 8600GTS. The 7900GS may be more powerful, but the 8600 are DX10 and have hardware decode for watching videos.

Dont get an E6600, get an E6750 for you and an E6550 for your sis, they are better procs and cheaper too. Also, If you read a little, tons of people are getting lower procesors (E43XX) and running them at 3GHz with no problem, matching an E6600 for about half the money. All this by setting the frequency of the Mobo in the Bios, no hardcore OC or anything.
 
The only downside to getting an e6x50 CPU is they run at 1333FSB, so you'd have to do a much higher O/C to get them to comparably clocked 1066FSB CPU's.

I'd suggest getting a Silverstone ST60F and the short cable set, because that'll be much much easier to manage than longer cables on the Corsair PSU. Plus, the ST60F's fan will match up with the NT06-Lite if you go that route to cool your CPU.

I just did a build with a ST75F and a q6600 @ 3GHZ and it stays cool enough with that cooling setup.

I guess it depends on whether you plan on O/C'ing or not, but I'd check out the Gigabyte G33 board if you are. People have hit 450FSB with that board so it should be able to handle anything you can throw at it. Unfortunately it will be considerably more expensive than the Foxconn board, especially after MIR.
 
I'd drop the 620 to a 520, but that's a personal preference.
I'd get the Gigabyte/ASUS, but only because I'd overclock it. That, and the E6550/6750 are at a better price than the E6600. Get the P5K-VM and a E6550/6750.
I wouldn't use the NT06 on a Lanbox, unless you can bother yourself to make a shroud for it. Using a Sugo series case pretty much guarantees the power supply to work with the NT06. With the Lanbox, however, you have a gap of approximately 30mm between the NT06 and the PSU.

If your sister doesn't game at all, don't even get a video card. If she does, the 8600GT/7900GS is fine.

If you plan on being able to lift the rig when its finished, get the SWA version. One full SWA = one empty BWS. Aluminium vs. Steel.

*At the same time, you could probably just buy your sister a Shuttle. It'll be even more portable. And don't underestimate the Lanbox's side. Chances are you'll be banging into door frames half the time.*

Get an E6750 or E6550. If you have a Fry's near you, you may want to consider getting one of their E6x50 combos with the ECS G33 motherboard. You can either use the ECS mobo (it's also a G33 chipset, and would be a good mobo if you don't plan on overclocking much), use it in your sister's build, or sell it. Eitherway, I'd recommend you get an E6x50 series processor.

And on the suggestion for the 8600, I don't think that would be a good idea. The sacrifice in performance wouldn't be worth the DX10 or the built in hardware decoder, unless she watches a lot of hi-def content and doesn't want her CPU to do all the work.. Think about it..if the 8600 is mediocre on DX9 games, how well is it going to do on DX10 games? Besides, there aren't many DX10 games out, and by the time DX10 is a requirement, there'll be much better video cards out. I'd say stick with the 7900 or X1950.....

If you're on a budget, this board costs less than the DS2R. Not quite sure about its OC-ability, but its probably better than that Foxconn G965.
e6550 or e6750 is definitely the way to go.
If you get the LanBox without windows: ASUS P5K-VM
