Trying to enable second video card for a 3rd monitor

First, let me start by saying I did the same thing 2 years ago at home with no problems.

I have an ATI 9800 running 2 monitors with XP pro. I just added a 9250PCI to the system. When the computer boots, the 9250 becomes active, the monitor displays booting info. Then once windows starts, the monitor on the 9250 goes blank and the 2 plugged into the 9800 work. The 3rd monitor does not show in the display properties/ settings tab. In device manager the Video controller is shown under other devices with an exclamation point. I have deleted my drivers and reinstalled them without success. Any suggestions?
 
Well I have gotten all 3 monitors working by going to an older version of the drivers. But now, Catalyst Control Center will not let me rotate the screens. Any idea what the newest driver that will work with a 9250?
