Which one performs better? I know the HR-01 is optimized for passive cooling, but how do the two compare in both passive and with a fan?
 
You can take a look at my friend test. You have some graphs and pictures if Google translate fails you. :)
For fanless operation I'd suggest CM Z600 or Scythe Ninja 2 instead HR-01 Plus.
 
No way to tell, see what your temps are with a fan. Unless you are looking for every last little bit of overclocking you can get out of the cpu I would wonder if it was worth the $ to swap heatsinks unless you had another use for the HR-01.

ooohhh linky above seems very good and directly addresses your question. As suspected the denser fin count on the TRUE shows better performance with a fan.

Not much to say after the link. There it is. TRUE very slightly better, question then goes back to is the very minor difference in load temps worth the price of the upgrade and since you would (worst case) be spending $50+ for the TRUE and tossing $50 spent for the HR1 it is up to you if it is worth $100ish.

($ are just guesses, you know how much you spent/will need to spend. ).
 
In the upgrading I would sell the HR-01 (around $40 perhaps) so it would be an investment of around $20. I think the HR-01 is still good for a number of years though.
