It most definately is possible. When manufacturers rate their pumps, the GPH figure they use is with 0 restriction - absolute maximum flow. As you add more restriction, the pump is bot able to keep the same flowrate as it was able to achieve before. For example, look at this Overclockers.com review of a Via Aqua 1300 pump, comparing with several other aquarium pumps in realistic loops (restrictive by today's standards).
