This is a little preemptive as I haven't gotten the card yet, but I'm getting a BFG GTX295 later today.

The only description I've gotten is "The card obviously doesn't work correctly (hence the price), but I don't know why. It may be a simple fix to get it working, but I lack the know-how to attempt such a feat."

I'll be tossing it in my computer when I get home after work to see what happens, and I was looking for suggestions on what to look for during the process or if other problems arise.

Could be a lot of things.
1st guess is that the seller didn't have a good enough power supply for it. Pretty common problem for power hungry cards like that.
2nd, if he lacks the know how to troubleshoot a card, he may not know enough to clean it out every now and then. Could be overheating from a dust bunny infestation.

I would take the heat sink off, clean it out really well, re-apply thermal paste, and if that doesn't work I guess tossing it in the oven wouldn't damage it anymore than it is already.
 
Hrm, well, I tossed it in. I'm not seeing any problems with it. I've thrown a few games at it with no problems. I might grab something to really tax it tonight, but I have a feeling the guys PSU was probably just dying. :D
 
I've seen a guy try and run a gtx260 on a generic 400w power supply once. He obviously couldn't even get his system to boot. He was all kinds of pissed off about how video card companies make shit that doesn't work and went off about how he has gone through 4-5 cards and none of them have worked. He insisted that the power supply that came with his $30 case wasn't the problem and vowed never to buy another card from EVGA again (all of his cards were EVGA). lol.
