trouble with new Build help

All I have connect is the power to the MB and CPU fan all I get is a sounds like pfft then nothing. Is this a bad board or PSU.

Need some more info.

Do you have the video card installed? Do you have a HD connected? List everything. Is the mobo in a case?

I had everything disconnected except for the cpu fan memory was installed no video card.
I disconnected the additional 4 pins on mb. I now get power and beep codes when only using the 20 pin power connecter. Is there something wrong. I have the Epox 9nda3j MB.
 
I got it working. Woo Hoo. I had to keep the 12v power connectot off just use the 20 pin one. Installed windows in about 20 minutes it said it would take 45
 
im surprised it DOES turn on without it lol...i thougth the 12v connection was quite important ;)
