Trouble Shutting Down Server 2003 R2 Guest

I'm running a Server 2003 R2 SP2 as a guest OS in Hyper-V on 2008 R2 SP1 server. Integration services are installed. When I attempt to shut down the 2003 box using the Hyper-V Manager Shut Down button or right click the VM and Shut Down, I receive an error:

"Failed to shut down the virtual machine. The system cannot prcess the shutdown request at this time."

If I log into the 2003 guest and go back to the Hyper-V manager, and press the Shut Down button, the guest OS shuts down.

If I restart my host server, having Hyper-V configured to Shut Off the guest OS, the server hangs at the "shutting down Hyper-V services" (or whatever it says) screen for 15-20 minutes.

There are no Event Viewer logs regarding this on either the host or guest OS. I have also configure the 2003 R2 server Group Policy to allow shut down without logging in. I have also re-installed the integration services a couple times.

I think I found the issue.

I have a Group Policy in place to not require "CTRL ALT DEL" for the VMs. On Server 2003 if you are at the credential window and attempt to shut down through Hyper-V, it fails. If the policy is not enabled and Server 2003 is at the "Press ALT CTRL DEL" screen, the system will shut down normally.
