Trouble Ordering Metro Tiles

Okay, am I stupid, or is it literally impossible to arrange Metro tiles in the order you want them, especially after you exceed two vertical rows? Every time I try to move a tile, another tile is pushed into another row, seemingly wherever the OS wants to dump it.

Metro tiles are arranged in columns of two, no way around that. Adding a tile before a tile either A. pushes it to the next column, if it's in the first column, or B. pushes it to the next row, if it's in the second column, or one of those double-wide tiles. There is no static placement of tiles like there is of icons on the desktop.

If you want to start a new column, you would have to create a new group by moving the tile away from existing groups.
