Trouble Installing Radeon X700 PCI-E

First of all, this is for a neighbor of mine. He has a Dell something or the other which is currently using onboard graphics. The computer itself had good specs: 3 gigs of RAM, P4 3.4 Ghz. But the problem is that whenever the PC has the video card inside, it wont boot up. When I remove the card, it boots fine. Also, when the card is in, the CPU fan spins really fast and loud. When the card is not in, this does not happen. Any ideas? I've already checked the BIOS and it set to "Auto" so it should reognize the card fine. Any help is appreciated.
 
The PSU is 305 watts. I thought that with PCI-E, it was powered through the actual slot? Also, on the box, there is no requirement for a certain power PSU.
 
In the BIOS is there an option to "initialize PCIE first, and not ONBOARD? If it has onboard video, make sure you DISABLE it.
 
The only video options in the BIOS are "Auto" and "Onboard." It is currently set to Auto.
