Trouble cold booting PC

I am having trouble with my PC cold booting with my overclock.

here's how it goes when cold booting:
I turn on the PC.
It doesn't power up, my vid card's alarm goes off
I power down with the PSU switch
I turn on the PC
I turns on with defualt FSB and gives message I have to set the CPU settings in the BIOS
I enter the BIOS and press F10 and enter and it reboots fine.

This is the last obstacle I have to overcome with my overclock increase since I got my EXOS-AL. I am watercooling the CPU and VPU only.

I have tried running my core voltage all the way up 1.825. It runs stable at 1.7v most of the time, but 100% stable at 1.75. I have not messed with the NF2 chipset voltage nor RAM voltage since it has been booting fine with it at stock for a very long time now.

Is this something that I am just giong to have to live with with this high of an overclock or is there something more I can do? Once it's booted and the BIOS screen comes up, it never ever crashes. It will run UD for days on end and Prime overnight with no problems, just not cold boot with out going thru the hassle of what I listed above.

Here are the specs:
CPU= AMD XP Mobile Barton 2600+ 2Ghz 1.4v @ 2.65Ghz 1.75v
MB= A7N8X-Dlx 2.0 FSB 200, RAM 1:1
RAM= Mushkin DDR 400 2x256, 1x512 Cas 2.5
Vid= Tyan Radeon 9700-ProM 395/688
PSU= Antec TruePower 430 watt

The temps on the CPU are 45C and the VPU 41C after running under full load for several hours playing games like BFV (BFV by the way gives me the highest temps on my VPU... CS:S does nothing to the temps)

My vid card is a Tyan card with hardware monitoring with temps for the VPU/Front RAM/ and back RAM along with all the voltages and fans speeds.

Any advice would be greatly apreciated. Thanks.
 
How is your PSU? That is what it sounds like to me.
Also, have you looked for any patches with your mobo..maybe about this problem?
 
Sorry...the PSU is one of the most important parts of the equation...should have listed it. It's a Antec Truepower 430 watt. The voltages are stable. The never flucuate much at all. I tested them with my digital multi meter a while back to find the variance of the true voltage vs what was being reported by the on board volt meters. It is right on the money.

Motherboard is beyond it's end of life cycle and the BIOS is fully matured. I have a customized version of the latest one. I've been running it for 6 or 7 months now.

Here is a screenshot of ASUS probe. The voltages are pretty close to actual voltages. I tested the 12v and the 5v a while back with my multimeter and they were only off a very little amount. I had it written down somewhere, but as always, it's lost

Edit, just checked them now. 12.01 and 4.86 This and the screenshot are under full CPU load.

The temps here are after running full load for about six hours now.
