Should nVidia 6800 ultra tri linear optomization in the control panel thing be on or off, it is just that i read somewhere that when on it can decrease image quality...
also, is the ultra high quality setting that different from high quality, both in image and fps...

It does decrease image quality. How noticeable it is, depends a lot on the textures used.
In some cases you can't tell the difference at all, in other cases it will be reasonably obvious.
I don't think it will actually boost performance much on a 6800-based card though... although to be sure, you'd have to benchmark both options.
