Alright, here's the situation.
Dial-up connection, no net because of no dns. An attempt to tracert a server results in weird alt-characters listing as the host name. Then only 1 hop is returned saying "No resources".
When you say no dns, do you mean Windows DNS is not functioning correctly, or you were not assigned a dns server from your ISP?
tracert usually tries to reverse lookup IP addresses into hostnames, could be the reason for the error since DNS is not available. Try tracert -d to prevent lookups.
