touch pad mouse responsiveness

Periodically my touch pad mouse on the laptop will go unresponsive...sometimes when it is having trouble loading a webpage or something like that.

I have never had this problem with a regular mouse...so I'm assuming that there is some kind of a priority issue where it is not giving the mouse detection #1 priority...because I certainly want it to be.

In device manager, it says Alps Pointing Device

sample rate set to 100 reports/second (200 is max)
input buffer length is 100 packets
and fast initialization is checked

Doesnt seem like upping the sample rate would help because it normally is enough...I have no idea what the input buffer length conrtols

Any suggestions? Is this normal, because it is under warranty still...
