So which card should i get if i want a cool quiet card? sapphire 7970 oc? looking to buy in the next month or so. Not really interested in getting the highest fps, a few fps slower won't bother me as much. Or maybe I should wait?

Whats ur budget ? USD 400 or more. If you can afford get a Sapphire HD 7970 OC Dual X and push it to 1150 on stock voltage.
