To upgrade.. or not?

Hey guys, im helping my dad with some of his computer problems. Recently his hard drive crashed and he was considering doin a computer upgrade. Right now he has an xp1800 with 512 pc2100 memory. Problem is he doesnt wanna spend more then 300-400 bux on an upgrade. He uses his computer mainly for video editing and he has Canopus DV raptor. I was thinkin though that at this time , it may not be worth to upgrade. At least not noticable enough for him. I could upgrade just his cpu.. put maybe an xp2600 and put some more memory in there. Or i could go with an a64, but then hed need a new mobo and cpu and i doubt i could fit that into budget..

you guys think he should wait a lil bit longer to upgrade? if not.. what you suggest i get him?
