Tinted screen on display - occasionally

Occasionally, especially when the screen background is mostly white, the screen will become momentarily (maybe 1 ~ 3 seconds) tinted, usually reddish, sometimes greenish. Sometimes there will even be tinted horizontal bars on the screen for a split second. Most of the time, it simply works ok.

All contacts and connections are clean and good.

So the real question - Is it my monitor, my display card, or maybe the motherboard that's about to blow?
