I have some pretty terrible voltages from my psu right now...
+3.3v is 3.06v
+5v is 4.46v
+12v is 12.22v
And they fluctuate quite a bit +5v is actually 4.62v right now
Etc.. not to great according to me... Should I buy a new PSU and would it help wth overclocking my processor?
 
something that is using the 12V rail is trying to suck out more power, I think your oc'ing needs a better PSU.
I would get a new PSU just for safety.
