Tiered Sales Management System

I work for a small business of around 40 that sells web services, I need a management system that can handle tiered sales and deliver a quality report to the managers, cost doesn't matter, but several options would be nice.
A good deal of customization is a plus.

Basic functionality needs:
Sale -> commission = $500
Management/Customer Service % = 10
Management += $50
Salesman += $450

Look into a hosted Microsoft Dynamics CRM. Its a pain in the ass to get going, but may be what your looking for. Don't do on prem, you will regret that
 
We basically need a downloadable CRM that has the ability to track commissions including percentage to the managers, definitely not hosted. We currently use a modified SugarCRM.
