Each line of receiver produced needs to be certified. That basically means that the company needs to fork over a bunch of cash to get the certification. One way to keep costs down is to not get the certification. It doesn't mean that it doesn't meet the standards, it just means that they didn't pay for the licensing. This is why you'll see some equipment with a certain certification, then the next model down won't have it but will sound just as good.
Personally, I don't think it would be a dealbreaker for me, but it's a plus if it has the certification.
