1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
programming, web, email, light serving, vm's, programming, gimp, everything else
2) What's your budget? Are tax and shipping included?
~500
3) Where do you live?
great state of Texas
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
CPU, MOBO, RAM
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Video, HDDs, PS, Case
6) Will you be overclocking?
probably
7) What size monitor do you have and/or plan to have?
dual 20's
8) When do you plan on building/buying the PC?
asap
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? etc.
nothing specific
10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?

These are the parts i came up with. Im not sure if the cpu is overkill, as stated above this machine will be multi tasking (running a few vms, web browser, coding projects, email, some terminal apps, i ssh into it, and what ever else

open to thoughts or suggestions, these parts are in no way set in stone, i was just getting a feel for what i think i need from newegg.

Look for a combo deal with the Phenom II X6 1055T and a Socket AM3 8-series chipset, like:

$290 - X6 1055T and Asus M4A88TD-V EVO/USB3 combo

(Better combo deals should arrive starting next week.)

The two additional CPU cores will really help you with your VMs and GIMP. If you're really serious about your multi-tasking, you may want to double the RAM as well. (Yeah, you picked a good set of RAM.)
