I want to upgrade my video card and I wanted to get your thoughts on the R9 380. I like the price point but wanted to know if it's worth spending more for a higher model?

Also is there a big difference between pci express 3.0 and pci express 3.0 x16?

According to the Anand bench scores, the 960 and 380 are very, very evenly matched. One thing to note though is that the 960 under load consumes a good bit less power than the 380 and does appear to have a more quiet profile. Interestingly, the load temps are the same for either card...

Now: Both cards will provide you will roughly the same gaming experience. These cards will get you along quite well @ 1080P with most details set up. I would aim for the lowest price you can find on either card and pull the trigger with no buyer's remorse. There are no better options in this market segment and neither card is distinctly superior to the other.

As for the PCI Express 3.0 vs. PCI Express 3.0 x16 question:
PCI Express 3.0 is the spec, and x16 is the lane MTU rate. x16 means it's running at full nominal capacity as the PCI-Express 3.0 spec allows. That would be "warp speed" for the layman ;)

As your professionally paid therapist, I would like you do have a bit better decision making abilities. You have already made your decision which is price. So wait for a great sale and buy what you think is the best deal.

Is it worth spending more on higher end model? Depends on what your wanting to do really....nvidia 970 or amd 390 are both awesome cards to upgrade to if can afford them and worth the extra cash. The 380 is not bad compared to what you currently have though:) The 380x is about dead even to what i currently have now and would in all honesty be a great card as well...if you plan to play on a 1080p display.

My specs are practically identical to yours....

I initially purchased a Sapphire Nitro R9 380 4GB but ended up returning it mostly because of Powertune and its dynamic clock frequency business. (Which is total bullshit)

Also, AMD drivers just aren't updated frequently or promptly enough these days etc.

I'm now on a Asus Strix 960 4GB and couldn't be happier.

Right now, I'd pay attention to clearance on older stock during holiday season sales. Newegg has had 290's in stock for $210 AR for about a week now. They're reference coolers, but as long as you don't OC it, it shouldn't be *too* loud. And a stock 290 will stomp any flavor of 380 or 960 into the dirt.
