Hmm... between the 2, the 9600. But IMO You should just save up some more (so you have $200) and get a 6600GT. Either of those cards wont get you that great performance.
 
the 6600GT sint that high-end, It depends, what games are you planning on playing for the newer ones (HL2, Doom3 etc...) you should see around 30FPS with those cards (at low settings) and with the 6600GT you can expect around 45FPS (on medium-high settings)
