If you aren't overclocked at all then 40's is a bit high for idle

on ntune is system the mobo? because that says 36. and it seems full idel on pcwizard is 41-43.

It's impossible to know without knowing your room temperature.
Also, there are subjective differences in heatsinks/cooling solutions and what is normal for each. "30s low 40s" is icy cold if you're in the Mojave desert in an un-air conditioned car.

Btw, idling at 40c is perfectly fine and normal.
