The squaling psu

I scored a Motorola SBV5220 cable/telephony modem for $2.50 today... and it squeals.

The noise is coming from the internal PSU, a 14V unit from the delta.

unplugging the PSU from the rest of the system lessens but doesn't eliminate the noise, which leads me to believe it's secondary capacitor issue. However, the caps in the PSU are all name brand, the main a nichicon PW. The other three lytics in the PSU are another nichicon PW and two rubycon YXFs. The primary cap, FWIW, is a panny of some sort (glued down), but being a high pitched squeal, I'd think it to be a secondary issue.

Recap the PSU anyway?
 
When a power supply is whining, it's caused by the inductors or transformers, not the capacitors. Bad electrolytic capacitors can potentially cause inductors or transformers to whine, but this isn't common unless the capacitor is very bad.

About the only thing you can try doing is putting some high temperature silicone on the inductors to dampen their vibration. Just don't go crazy with the silicone, inductors get very hot under load and need to be able to cool with the PSU fan.
