Text seems to move - video card or monitor?

I've got a comptuter with a 15" NEC LCD and a really old 2mb PCI video card. If I look really closely at text, it seems to "vibrate"...I can't think of any other way to put it. It just gets kind of blurry and then goes back to normal a couple times a second. It's hard to notice unless you really concentrate on one word. Is this something wrong with my monitor? Or my antique video card? Or something else?

It's the monitor. It's something to do with the deflectors wearing out, but it is the monitor. If it gets worse, replace it.

Try changing your refresh rate.

Unfortunately no, there is very little you can do. If you put it in for repairs, they might be able to fix it, but at a cost.
You could pick up a second hand monitor, but that is fraught with danger.

Probably not...most warranties require a receipt, and I don't have one. Fortuneately I got this monitor for free....

if you have fans near a monitor it makes it do that... maybe your psu fan is strong enough to make it act up... if you want to test my theory, get a normal fan.. and put it about a foot from a monitor...

also try to up your refresh rate
