Is there a stress test program, something like P95, that I can adjust the percentage of stress? For example, I would like to see how well my system holds up if I stress the CPU at 50% instead of 100%.
 
linX works well. not sure if they make programs that have adjustable percentages. not much point, if you can run it at 100 then your better off. a test at 50 means that you havent fully tested your hardware and many times you will go over 50% utilization.

Personally I like Prime95 and
OCCT 3.0
 
might not be the most straightforward way, but maybe you can try running furmark or occt gpu test, and then raising / lowering the resolution to get your desired level of cpu load.

Also, BOINC can be assigned a %-age of CPU to use, and a # of cores, I believe.
