P4 3.0 E - not overclocked (Prescott, I believe?)
Thermalright slk-900 all copper heatsink
Lian li v2000 series case
ati - P4P800 Motherboard [865 chipset]
90MM, 100CFM fan pointed OUTWARD (pulling heat off of heatsink, rather than blowing down at it)

Case Temp : 33-40
CPU Temp : 49+
Room Temp : 27 or less

(all in celcius, of course)

#'s seem a little high?

The LiLi has a back - out flow, 120 MM vent RIGHT in front of the cpu fan, so, what gets blown off of the fan, gets sucked out of the back. Plenty of front ventilation (it's the apple G5 cube lookalike case)
 
Is your cpu temp idle or under load? Also have you tried switching your fan to blowing down onto the heatsink, see if it makes any difference? Could also try applying arctic silver...

These are idle temps.
Arctic silver already in place.
Fan other way = even higher temps.
 
Before i bought the xp-90, i was using a speeze chillmax hsf & but i was also not happy about the temps i was getting. They were holding me back from overclocking. Result = out went the speeze hsf & in came the xp-90 - Sorted!!

Well, point that I'm not even overclocking was missed on this. My cpu is running, at 49C, Idle, at stock speed. With a 100+ CFM fan, and a very large heatsink - Much larger, and much more airflow than what would have been included if the cpu was retail boxed
 
Yeah realised you weren't overclocking, but was just pointing out that i bought what i thought was a good hsf that didn't leave me too happy on the cpu temp front (overclocked or not), so bought a better hsf!



But, maybe the hsf isn't seated correctly. Have you tried removing the hsf,

reapplying the arctic silver like this:

Reseating the hsf again ?
 
try reapplying the arctic if you didnt do it correctly. I know its a pain but..
