well my power cut-out again last night and my cpu shut down. When power arrived hours later and I went to turn on the computer, the psu just spun for 1 sec along with the case fans, than nothing!!

So I repeatedly hit the ON button and it seemed like the psu didnt have enough juice to start everything up. So another minute of pressing the power button at timed intervals, kinda like you would start a stubborn car in a cold morning, I finally caught it and it spun up everything and booted.

this happened again when I disconnected my computer last night to dust it. I returned and it would only click on for 1 second, spin up, then die. I had to keep clicking "Power" rapidly to catch enough juice to finally start it for like 3 minutes to finally start it. Kinda like jump starting it again.

this has to be my psu, which is 4 years old now, a Ultra -x-connect 500 watt. how would I be sure, i dont have another psu on hand.

Yep, you need a new PSU. Replace that puppy before it hurts something.
