Of course not all parts are at the same evolution level. That's why there're always something new and better.

ie: will the hard drive keep up with the RAM, etc..
The answer would be no, there is always a bottleneck somewhere.
 
iv actually had some good luck with my 19$ wireless card i got off pricewatch, it does just as well as my friends 75$ linksys, so sometimes things work on the same level, but my first time generic ram was a nightmare

no, they aren't....floppy drives are insanely old and slow compared to the rest of the system, optical drives are pretty bad too, and hard drives are a huge bottleneck compared to CPU/RAM/gfx card speeds.
