Tearing when movings windows around.....

Guy's I am not sure if this is normal or not, but I notice when I move my windows around I notice a slight tearing. I am using windowblinds 5, resolution is at 1280 x 1024, refresh is at 60 hertz, using newest driver 91.31 and I have 7800 GT OC. Any help, ideas or thoughts about this??
 
It's also gone in Vista since it uses a new system of drawing windows. If you want some idea at what it'll look like, check out MacOS X.
 
Thank you very much guys....playing around with Vista Beta 2 made me realize that dragging windows in XP seemed abit :( . Those tearing really bites, but I thought maybe there's some tweaks that I havent heard of or seen.
