Tagan Piperock 1300 help/advice needed plz

I have a Tagan Piperock 1300 and I have a problem (a little one I hope) I plugged it into a new build I'd just built, the parts were a Gigabyte GA-73PVM-S2H motherboard chipset is Nvidia 630i with a core duo 7300 CPU with 2 gigs of Gskill 800 ddr2 and DVD-RW drive and 1TB Samsung hard drive.Pretty straight forward setup really.
The motherboard has built in Nvidia 7100 graphics so I'm not using my 7800gtx card..It is a sparse setup really I wanted to use it for testing my watercooling loop for a few days running outside of the case etc.
The monitor I have it all connected to via VGA cable is an old Belinea CRT.
Here's the problem I started it all up and the Tagan lights up the fan spins on both the tagan psu and on the CPU heatsink fan but the PC would not boot.
OK I thought so I swapped out the Tagan for an old Akasa 480 watt PSU I've had for years and it has run non stop for 7 years without a problem so I know it run ok.So I plugged in the Akasa and the system booted the CRT monitor showed the usual bios info connected hard drives etc..I was able to install vista 64 home premium ok and load the motherboard disc drivers etc.Everything was running ok.
So I reconnected the Tagan 1300 Piperock and the exact same thing happened again when I powerup the system.
The Tagan piperock led fan spins up and the cpu fan spins up etc I know the system boots as it worked fine with the Akasa PSU but the CRT monitor will not work for some reason it just shows the "NO SIGNAL" message on it's screen?
Yet with the AKASA it shows the usual bootup screens etc and goes into Vist showing the desktop just like a normal working system would.Yet with the piperock connected the monitor does not show anything???
Could anyone point me to the mistake I'm making here please?

Well, i turned off my pc, took out the corsair hx 1000 and shipped it to the guy who bought it. Ane he says it doesn't work. His old supply works. No shipping damage on it. He rma it, got another one and it worked, so i guess it wasnt the electrical power in his house. It simply died.
 
Do you have another computer you can try the PSU with? The PSU may be faulty, or there could be some kind of incompatibility between it and your motherboard.
 
I'm starting to think it is the Piperock also Zero82z I hope it is an incompatibility problem, I don't want to RMA.
I do have another PC the one I'm typing this reply on it has a Tagan U96 1100 inside, so I will have to switch the psu's around tomorrow..I hope to god the piperock is not faulty for nealrly £190 I'll be really ticked off.
But I must admit I've had the U96 1100 watt Tagan and it has worked great for over a year.Very well built psu and I like it a lot.
I do think the U96 1100 is better build quality than these Piperocks to be totally honest.
I read somewhere Tagan had out sourced their in house PSU manufacturing so maybe the build quality has gone down.
I was hoping someone who uses a 900, 1100 or 1300 watt piperock would read my pleae for help and know what I need to do to get it working right.
I can't see how it could be an incompatibility problem with a modern motherboard like the Gigabyte GA-73PVM-S2H..
If a 6 years old Akasa 480 watt can work ok with the Gigabyte GA-73PVM-S2H then so should the piperock.

Tagan never built any of their own PSUs. Nearly all of them are manufactured by Topower.
