System won't power-up. Help!!

Hello. I'm building a low end box for a friend, and I have run into some problems I can't figure out. I'm using the following components:

- Generic case
- Coolmax v400 PSU
- Celeron D 340 (socket 478) with stock HSF
- Mach Speed P4M800 (Via chipset with integrated graphics)
- 80GB Maxtor IDE
- Liteon CDRW
- 512mb Generic Hynix pc2700

Installed everything into the case, used the additional 12v connector on the motherboard, and when I turned hit the power switch, the green LED on the case lit up, but fans, hard drive or optical drive didn't spin up. I thought the problem was with the processor (in a previous post), but I brought back the components to the store, and the motherboard and processor POSTed. I thought it was my PSU, so I bought another one.

I tried taking the board out of the case to try and short the jumpers, but it still wouldn't power-up. The RAM has been tested in another system. Given the fact I have seen the board POST, I'm at a loss to explain why I can't get it to work.

Any suggestions would be appreciated. Thanks.
 
Tried removing all the components several times. I've seen the board tested with another CPu and the board and CPU tested together. Has anyone had any experience with Machspeed boards and run into similar problems? Their website is useless, but the reviews for the board at TigerDirect make no mention of similar problems.
 
might need pci video to make it post until you get into bios, ie to enable onboard video that is.
 
Finally got it to work properly. Problem was with the CMOS jumper. The cap that was supposed to cover 2 of the three pins wasn't making proper contact. Replaced cap after losing the original one when clearing the CMOS for the umpteenth time. I assume when the system was being tested, the tech may have used another cap or perhaps ruined it when shorting the jumpers.
