System restore doesnt work

I ran into some problems with my operation system and wanted to do a restore but when I click onto the HElp and Support tab it doesnt work. I have it enabled in SERVICES but I dont know why I cant even get access to help and support. Please help me Im desperate.

Just go straight to System Restore

Programs -> Accessories -> System Tools

System Restore rarely ever works, which, coupled with the fact many viruses can hide and replicate there, most people will tell you it's a good idea to disable it completely, and use a good backup strategy.
