System Idle Process Question

Is it bad if your System Idle Process is at 70 when the computer is not doing anything?
 
Well it's obviously doing "something" if it's idle utilization is only at 70%. All the processes in your Task Manager should add up to 100 so check out what else is consuming your clock cycles (you might just have a ton of background processes/spyware running).
