System freezing during AMD Catalyst install

What would cause my system to freeze? I have an old ATI 6970HD and I can not install AMD software. I have uninstalled every driver I know, even used Display Driver uninstaller, and no luck.

Every time I try to install AMD Catalyst my screen will blink, then my computer freezes. I have to hold the power button on my tower to restart it. I have tried just installing display drivers without anything else, and I have the same issue. The closest I have gotten so far is one time the install finished and it said I had to restart, but then it froze. I held the power button again to shut it off, and when it turned on no drivers were installed.

I can not install drivers without my system freezing and it's annoying. I'm currently looking for a new video card, but not sure if a new video card will fix my issue or not. I even tried installing on other SSD's and no luck. My .net is up to date. I'm really hoping I don't have to do a new windows install, but even if I did, would that fix the issue? Thanks

3770k
16gb ram at 1333mhz
64gb SSD for OS
Asus Sabertooth Z77
2x 512gb SSD's for storage
Windows 8.1 Pro
Dell u2412m

it sounds to me like a bad graphics card but as always I would advice to run basic hw/software test

HW:
Run memtest86 to verify memory is running OK
Run prime95 to verify CPU is OK
HDD factory has as test tool or use crystil diskinfo to check SMART info

SW:
Run SFC / scannow to verify system file corruption
Run chkdsk to verify file structure issues

Which driver are you installing?

IF your hardware is BAD it will freeze and or show issues as soon as the driver tries to install.....just the way it works! (I know this cause i went thru the same troubleshooting before i RMA my last card)
