system failed due to cpu overclocking??

i'm having a problem with starting up my pc. i dont even get a boot screen and when i start it up i get a sound file that tells me that "system failed due to cpu overclocking". i did just put in a new video card but the problem started before i replaced it. i though that replacing the card would be a fix, and it did help me get the computer started but after a few days of working fine i get this problem again...
I'm stumped and could use some help.

No. I received the computer as-is and only replaced the video card when the original card seemed to be causing a problem. To sum up the issue... the same error occurred twice with both video cards. I can't get to a bios screen to check for the overclocking issue. I don't see a hard reset button on the motherboard.
 
unplug all of the cables going in to the computer then take out the CMOS battery for about 10 minutes or so and see if that helps
 
it is a custom build job but i was able to get some of the specs...
video card- ATI HD 2600 pro
Power- 400 watt powerup #lc-b400 atx
512 ram Infineon (3 more open slots)
some type of ASUS mobo
 
i swapped in different video cards as well. 2 into the agp slot and 1 into a pci slot. no dice.
