3) Where do you live?

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.

Power Supply

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Case - Antec Sonata
Hard Drive (SATA - Sorry, building for a friend and don't know the model). I do plan on upgrading this when money is available.
Optical Drive (SATA - Sorry, building for a friend and don't know the model)

6) Will you be overclocking?

10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?
Win 7 Professional 64bit

Below is what I'm thinking of getting. Any Suggestions?

Motherboard
MSI 870A-G54
$100

CPU
AMD Phenom II X4 955 Black Edition
$140

RAM
G.SKILL Ripjaws Series 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)
$100 = 2 x $50

Video Card
http://www.newegg.com/Product/Product.aspx?Item=N82E16814131374&Tpk=AX6850%201GBD5-DH
$155

Power Supply
OCZ Fatal1ty OCZ550FTY 550W
$50

Total Cost $545

Ditch that RAM: Since you're not overclocking, 1600 RAM will do nothing for you. Not to mention that you would have no room for RAM upgrades if you go for 4 sticks of RAM right off the bat. So go with this set of RAM instead:
$80 - G.Skill Value Series F3-10600CL9D-8GBNT 2 x 4GB DDR3 1333 RAM

We generally don't factor in MIR around here as they're not guaranteed discounts. With that said, even if you do get the rebate, that OCZ PSU still isn't a good buy. So I recommend this PSU instead:
$65 - Antec Earthwatts EA650 Green 650W PSU
