Switches and QOS / Packet Shaping

Ive got a simple question about switches, Im trying to downsize my current network (triming the fat so to speak) and at the minute i have a linux box that is simply dedicated to doing one function, and that is forcing low traffic speeds to one side and not the other. This basicly means that my sisters / parents network can at most only use 25% of the total network bandwidth.

Ive just got a new file server which is drawing quite a bit of juice and id like to replace this linux bridge box wiht a switch so i can lower my power consumption, Thing is im not sure which managed switches would offer me this, i belive cisco manufacture a few low end switches with these functions. Idealy id like some advise on which switches would offer me packet shaping by destination or source, so i could enter rules such as "traffic going to / from internal network = no restriction, all other traffic = 20k" and idealy one wiht a monitoring port so i could attach my packet sniffer.
