Swiftech Pump Problem

Well I have an older Swiftech DDC-3 pump (the smaller of the two) that hadn't been used in a long time, so I was gonna add it to a new system but I have this problem, it is running on and off. It only runs for a few seconds and then stops for a few, and runs again. I opened it up and also noticed that when it does it seems to be spinning backwards... I was wondering if anyone has had this problem before? I think it might be a short in the wiring but was just looking for some advice before i go buy a new pump :/
