Just put together my new setup:
e8400 w/ cooler master tx4 hsf
asus p5e3
2x2gb ddr3 patriot pvs34g1600llk 7-7-7-20
bfg 9600gt oc

Current overclock:
e8400 @ 3966 9x441 1.35v
memory at 8-8-8-22 1.9v dram control 2ns

Any suggestions on where to go from here? I think I might want to try to get the memory timings down to their factory ratings.

I'd leave the memory alone and see if you could get the vCore lower.

Use RealTemp to monitor your chip, drop back to stock voltage (1.225) and try 9x 400 with Orthos for a while and see what happens.
My Wolfie was 8hr. Orthos stable (small FFTs) up to 410FSB and stock voltage.
Finally (well "finally", so far) ended up at 9 x 450 @ 1.280v for 4050MHz.

Then I went back and set the memory timings to rated spec- they had all been "Auto" to that point and had defaulted to looser timings just like yours.

Now I'm not sure what to do...in a sense, it almost seems greedy to expect more but naturally, I did try.
In the beginning I had set a completely arbitrary and artificial cap of 1.3v for the vCore and ramping up to that limit will get me into Windows at 9 x 466 but Orthos fails immediately.
Relaxing the RAM timings doesn't help (I'm still below the G.Skill's rated speed anyway) and I'm not familiar enough with the limits of the other components voltages to start changing them willy-nilly.

As this is my first Intel system ever, I'm still in student mode regarding all the BIOS settings and frankly, gaining a full GHz with so little effort is still a wonderment so I'm not terribly motivated to push further.

Anyway, I'd recommend you try some lesser voltage settings- at the very least that will give you some headroom as you push further than I.
