Well, IIS is pissing me off again. No matter what I do, new websites will show the "Under Construction" page. If I try to navigate directly to the web page (default.htm) I get a 404. Our existing website on the same server works fine.
 
Did you add a host header for the new website?

I really like IIS 6.0, so I hope you're not calling it stupid.
 
Your describing a config issue (read:user error), not an IIS issue. I'd probably start from scratch. Hit google or whatever if you need a walkthrough.
