Stumped with strange gaming stutter

Been a long time since I needed assistance, but I can't figure out what's going on with my computer.

I primarily game with a couple of FPS games, Overwatch and TF2 (mostly just OW now, but the boy likes to play TF2 still so...)

Anyway, within the past few weeks, the computer has developed some weird video lag/stutter when playing games. It's almost like the characters will warp a little. In both games, it's like something slows down a little, then it needs to speed up to catch up to it. I can't play anything that requires aim whatsoever.

I thought that maybe it was a HDD issue because it's been years since I did a format, so I bought a 1tb SSD and did my first clean install of windows since Windows 7 came out (I installed Windows 10). I only installed OW (other than driver updates, etc.) and the issue persists.

I ran a hardware monitoring program (and brought up task manager) and the GPU/CPU were hitting 100% (in OW) so I dropped out of fullscreen and went to a window that was far smaller than my display and the CPU/RAM/GPU utilization dropped to around 60%-75% (at most) for all, however the "warping lag" persists so I don't think that it's CPU/GPU related. I installed TF2 and the problem is there as well even though it only uses about 25%-35% of the resources.

I'm pretty much at a complete loss now. Short of replacing the CPU and motherboard, and then the video card, I can't imagine what's going on. Maybe it's some sort of network issue? I don't even know how to check for that.

I've got an older Gigabyte motherboard (GA-EX58-UD3R), i7 920 CPU, 960 GTX video card (4gb), 16gb ram. Nothing is overclocked.

When gaming the CPU is running around 47°C and the GPU is around 66°C. Fan speeds seem fine.

Ideas?

Have you changed vsync settings, pre-rendered frames, triple buffering (or your kid trying to get better fps or some such)?
You mentioned a hardware monitoring program; what was the framerate like, and which program was it?
This problem happens in fullscreen and windowed (or borderless fullscreen)?
You have Geforce experience installed?
Tried some other random game, one that doesn't use many resources?
 
Try an offline game if you can, to rule out connection issues or a NIC going bad. What you're describing is typically a connectivity problem, packet loss probably.

You didn't mention overclocking, but one of the first things I notice with a marginally stable overclock is network problems.
 
I know you had the issue previously, but since you recently changed to Win10. Check make sure Game Bar, Xbox capture, and OneDrive are disabled, uninstalled or otherwise turned off. Even if you did this previously, check again. Win10 update is notorious for changing things.

On that note, also disable fullscreen optimizations for the games in which you're experiencing stutter.

Framerate is fine. It's clearly not a FPS issue.

Tried a couple of offline games. All were fine. No stuttering (pr rubberbanding) at all.

Had windows 10 installed previously, I just upgraded from 7 to 10 back when it was an option and this time I did clean install on brand new SSD HDD of 10.

Sounds like rubber banding which is usually a network issue.

It seems that this is the problem.... how to check for these issues and how do I fix them?
 
Well, after doing some searching on the internets, I applied a couple of fixes. Unfortunately, I didn't check after applying each one, so I can't say for sure which fixed (so far) the problem.

I first went to the Realtek website and downloaded some new drivers for my network adaptor and applied them.

I then went into the properties of my network adaptor and disabled Flow Control and every item that had the word "Offload" in it.

Online games are running like butter. Bonus, they now load hella quicker since got the SSD.

Update:

Issue has returned. It's definitely computer specific as the computer I built my son shows no symptoms when he's gaming at the same time I am.

This is not ping (latency) lag. There's something going on where the fluidity of the motion in online games is messed up. I tried a few more single player games and saw no issue.

I'm going to try an add in PCI ethernet board and see what happens then.

If I can't fix it, I'm going to replace motherboard and CPU. They're fairly old and I guess I could use an update. It's a shame though as they're completely fine otherwise.
 
Set the connection up as a metered connection in Windows settings, it will do a heck of a lot less background downloading.
 
^ that's a good tip. also make sure any and all overlays or dvr/streaming are disabled. did you make sure that xbox stuff is disabled? you said you did a reload but not that....
 
Another update: I installed an inexpensive Rosewill RC-411v3 Gigabit LAN card this afternoon and, knock on wood, it's running great. I have no idea what the issue is with the ethernet port on the motherboard. All I can guess is that it's getting really old (7-10 years?), something is just not up to code anymore, or something is failing somewhere on the motherboard.
