Stuck pixels over time

Just wondering if anyone knows whether stuck pixels normally get worse over time?

I have one blue dot in the middle of my screen on a Hyundai L90D+ lcd monitor. It sometimes is very bright, other times it flickers on/off.

If I gently wipe a soft cloth on the screen I can get it to temporarily go away for a short time, but then it comes back.

I'm still debating if I'll keep the monitor or not. I still haven't decided if I can live with the not as sharp text (as my 17" lcd).
