Just built a new computer today, reformatted an older HD from my other rig to use with it. After installing Windows there are vertical lines moving over the Windows logo on the boot screen. Installation of the mother board drivers goes fine but when I try to install the gfx drivers it will freeze halfway through the process and restart the computer. Then the computer becomes stuck in an infinite reboot loop, restarting after the Windows logo disappears. Reformatted the drive again and tried using drivers downloaded from the manufacturer's websites for my hardware. When I tried that the gfx drivers went through all the way but after I reboot it gets suck in that loop again. Don't have another gfx card to try and no on board video. Any idea what may be causing it? I think it may be the card but I am not 100% sure.
