Stuck at loading operating system

A friend of mine has been having this issue,his computer is stuck on loading operating system screen on boot up.

He said it was working fine the night before and the next morning it was stuck on a black screen with that message.

He brought it over to the house and we started trouble shooting, disconnecting all non essential accessories to try and boot as bare as possible,that didn't work,we tried to reinstall the os,it was super slow while copying and loading the os files,like slower than I have ever seen,but when it eventually got to the part of the installation where it reboots,it gets stuck at the windows logo and just loads.

Not sure what to do next,could it be a bad hard drive?I have never experienced a dead drive before,
 
Sure does sound like a dead or failing hard drive. Do you not have a spare drive somewhere to swap in?
