Strange USB/Bluetooth issues

So over the past week, I've had a strange USB issue with my keyboard and mouse not starting up right away bringing my PC out of sleep. Takes them a second to start responding... they have power (LED lights are on) but like they have to re-establish connection. I'll randomly get an Error Code 43 in the device manager for an unknown USB Device but can't seem to figure it out after Googling for the past couple of hours.... It's not life ending just annoying...

But then tonight, I was going to transfer some files from my PC to my Android phone via bluetooth, but couldn't find the option to send via Bluetooth. I can't seem to find it being active anywhere. I downloaded the latest drivers, installed them and rebooted. Then this showed up...

I again have the BT icon in my tray and can turn it on... am I good or do I need to try and reinstall the drivers again or is there maybe something more hardware related at fault?
