Strange PSU Problems a Year Down the Road

I've had an XClio 450bl running the system in my sig for almost a year now. It's been great until recently when it started making a high pitched (it's quiet though) noise. I think it's the fan but I can't be sure. The other problem is that I have to hit the power button a few times for the system to turn on. The first or second time some of the motherboard LEDs will light up but nothing else turns on, the third time it actually boots.

If I can safely run with this power supply I'm fine, the issues don't really bother me. But if I'm risking blowing something else then I'll buy a new one. Something very quiet, 400-500W and maybe modular.

channel well made x-clios, same supplier as antec's. not surprising that its symptoms are identical to an antec psu... i would replace it fast. i have an enermax liberty 500w and love it, i have a fairly power hungry system as well with an overclocked opty 170, x1900xt and 3 hard drives.
 
Its gonna blow up. My xclio was making the same noise then the other day during a game of supcom it sounded like someone was letting off a gun inside my case and it went dead. Took the cover off it, leaking caps. It didn't take anything with it when it went out but ymmv.
