Strange problem

So I got a 3007WFP-HC when Dell was having their "super-uber priced outlet blowout". Everything was dandy, until one day when I started to see something funny. Now, I'll try to describe it to the best of my ability. By the way, this is monitor is being run by a EVGA 9600GT Superclocked.

So here's the problem. Every once in a while, when I have a regular explorer window open, such as My Computer, there will be a small area (of arbitrary size and shape) that will start flickering red and green. This flickering occurs only in the areas of the window that are white, and specifically within the window. If I have a white desktop background, it doesn't happen, but as soon as I open a window with a white area, it'll occur.

Well, if anyone can define what this is, or better yet give a solution, it would be much appreciated :)

Does it move with the window when you drag it, if so a bad cable or video card is the problem. If not and it occurs in the same spot, the monitor is probably shot.
