strange problem (possible defect) lcd?

This defect does not show up on any color test (to locate dead pixels).

However, when certain colors come up in certain locations, the pixels (in a straight line across the monitor) go kind of crazy (it is sort of uncontrollable flashing).

If anyone knows how to post a pic here I would be happy to post a pic of it.

Any idea what this is or how it can be fixed? If it can't be fixed, should I exchange it?
 
Which Dell screen is this? I sometimes get a similar "flashing" when I am scrolling webpages with white or gray backgrounds, on my 2005FPW. However, since I've been through 4 of these damn screens, and they all exhibit the same issue, I assume it's my aging Geforce4 Ti4200's DVI output (it was more apparent with VGA). When I get a new rig with a brand new video card, I probably won't have to deal with it.

What kind of hardware are you running?
 
The lcd is a dell 2405fpw and the vid card is bfg 6800 ultra oc.

It's not the most noticeable thing because it is only a pixel thick (height wise) and only occurs in certain situation. WHen I view my yahoo homepage and some pictures. I have not noticed it in games but unless the screen has something that is not changing or moving (like a webpage) it is impossible to see.

Should I try to return it for this? I did not notice this in my previous dell 2405fpw which I returned but I was not really looking for it. I'm also not sure if it has been there all along. I have had this monitor for about a month and just notice it a few days ago. I really don't know if it was like this all the time or just started.
